Overcrowded dark tenements. lack of sanitation. sunless and airless narrow streets. Does anyone for a minute believe that the immigrants choose to reside in these unattractive surroundings? They have no choice. It is true that they find there a kindred acquaintance willing to sympathize with them and If possible assist them. but they are there because they are forced into these districts. Why marvel that many of them begin to hoard their savings that they may soon return to the sunshine and fields of their native land? Another illustration of what we are failing to do for our Immigrant population may be had from the report of the New York State Commission on Housing: Rents have risen continuously and congestion has increased. Families are now forced Into poorer and smaller quarters. They are obliged to double up.
