At the end of section 8 it is proposed to insert the following additional paragraph: (c) After July 1. 1926. the maxtirrm total number of immigrants that shall be admitted into the United States In each fiscal year shall be 150.000. On or before April 1. 1926. the Secretary of State. the Secretary of Commerce. and the Secretary of Labor shall. jointly. make an estimate showing as nearly as may be the several national origins of the persons who in 1920 comprised the whole population of continental United States. excepting the descendants of such persons as were Involuntary immigrants into the territory now included therein. In the preparation of such estimate. the said officers are authoiized to call for Information and expert assistance from the Bureau of the Census. and to receive and utilize any information that may be available from other sources. After July 1. 19)26. the annual quota of each nationality shall bear the same ratio to said maximum total number of Immigrants as tile number of Inhabitants of the United States having that national origin shall bear to the whole number of inhabitants other than the descendants of Involuntary Immigrants. On or before April 1. 1926. said officials shall. jintly. proclaim and make known the quotas of each nationality. determined as aforesaid. and thereafter the said quotas shall continue with the same effect as if specifically stated herein. and. shall be subject to correction and readjustment only if it shall be made to appear. to the satisfaction of said officials. that an error of fact has occurred In said estimate or In said proclamation.
