For 134 years. or during almost the entire existence of our present Union. it has been our policy to exclude the yellow and brown races from American citizenship. On March 26. 1790. about a year after our present form of government began. Congress enacted our first naturalization law. limiting the privilege of admission to citizenship from abroad to alien whites. After the Civil War the privilege was extended to alien blacks. but the prohibition of the yellows and the browns has stood from 1790 until today. During the last five decades members of the prohibited races have made repeated efforts. from every conceivable viewpoint. to break this law in our courts or to show that it had been changed by subsequent legislation.
