I want to call aliention to sectionl 23 and the way it is drawn. It can cause trouble for every allen in the United States. The intent of the bill and the intent of this legislation is not to deal with the men and wonlen who are already within tile country. but is to regulate tile flow of the new immigrants. My amendment. if adopted. puts the lirden of proof of their desirability and their qualilfication for entrance into the country on the- immigrant squarely. and that is where it belongs. but this particular paragraph as drawn places that burden upon any man or woman that has already leen admitted. even for four and a half years. if tny official or otier person for any reason wants to summon them before any itmmigration official. they can put the burden of p oof on that mean or woman who has already resided here for four or five years. maybe. within 30 days of the time of getting their final papers. They would have the burden of lroof upon them to prove their desirability to remain and quality.
