Time does not permit me to read from this history. but to acquaint the membership of the House and the country with what was said of the immigration of those earlier days. I will insert a few paragraphs from Professor Propers history. I do not wish any gentlemen for one moment to think that it is my purpose to reflect upon any peoples of sections of our country but simply to show that the nationals of the then coming immigration were subjected to the same attacks as the presentday or newer immigration. I know our citizenry are the peers of any peoples in the world. still in an endeavor to stop the unjustified charges that foreign governments are now unloading their criminals in our country.
