If you are considering their mere practical utility as an asset to the country. surely parents under 55 years have more value as factors to produce and uill be less likely to become public charges than those over 55 years of age. It seems to me that. from the standpoint of utility if not from that of humanity. we ought to allow the parents who are under 55 to enter this country. I have had a great deal of experience in the past with the existing immigration law. and on many occasions it has torn my heart to observe the anxiety and the pain and distress of -these people who have come to our shores and made good here and have then sought to bring in their parents. I recall one case of a young man who came here with a relative. He went to school and graduated. became a citizen. and was very successful in business.
