Yes. but the trouble is the gentleman from Washington and the gentleman from Colorado failed to take notice that while we did pass a law making it possible for the foreignborn people in the Army to be naturalized during the war. many of them were on the way across and there were thousands of them on the way. and there were thousands and thousands on the other side that could not be reached and could not avail themselves of the high privilege of becoming American citizens.
