Chairman. I am offering this amendment and I think it is only fair to say that if this amendment is adopted I propose to offer an amendment striking out section 4. I do not care to take a great deal of time in discussing this proposition now. but my judgment is that we ought not in any immigration law to have nonquotas. Now. it is not a question of the number. but if you fix tie restriction at 2 per cent we ought to have 2 percent. just as the gentleman from Louisiana has stated. Every immigrant who comes in under this immigration law ought to be counted. There ought not to be any nonquota immigrants.
