Mr. Chairman and gentlemen of the House. in many respects the problem of restricting foreign immigration is tle most important problem before the American Congress. Important because it affects not only the present generation but is of vital concern to generations yet unborn. If the stream of foreign immigration which has been pouring into the United States for the last 15 years. amounting to the enormous total of 10.000.000 people. is not definitely checked. it will bring serious social. economnic. and political disaster to the Republic. We had better deal with the situation and deal with it vigorously before it is yet too late. This is the third restrictive immigration bill which has been passed by Congress since I became a Member. Each one more rigid in its restrictive provisions than time one which went before it. The first of these bills was enacted in 1917.
