It is my candid judgment that if you will put this provision in. doing away with all passports and permitting the immigrants to come to this country upon the immigrant certificate issued by the American consul. you will have control of the situation. and you will handle It effectively and efficiently for this Government and not for the governments who want to get rid of their undesirables. You will handle it In the interest of the American people and of this Republic and not in the interest of alien sympathizers who are In our midst and on the other side.
