There is nothing in either section 1 or section 2 which deals with the limitation of the number of immigrants. If the gentleman from Massachusetts shall offer an entire substitute bill as a substitute for section 2. with notice that he would move to strike out the subsequent sections. the Chair is inclined to think that the order in which the different sections appeared in the substitute would not be important and that it might be put in this order. However. the gentleman is merely offering an additional section to the bill. and under the uniform rulings it must be germane. even though it is a new section. to the preceding section.
