Mr. Chairman. I have made the statement that in my opinion it is not germane to the bill. in that it contemplates the fixing of a positive number of immigrants to come to the United States. and delegates certain powers to the Census Bureau. Because it seeks to change the plan. it is clearly not germane at this point. We now merely have read what is to be the title of the bill. This is a plan to modify the provisions of section 10. It delegates to the Census Office the right to find a way to pro rate the number it provides shall enter.
