I wonder what the Senator would say as to this situation: I suppose I have in my files at least 25 cases which. while they are not exactly like the one brought to the attention of the Senate by the Senator from Wyoming. are as heartrending in their character. Does the Senator think that the way to solve the immigration problem is to introduce joint resolutions and have them considered upon the floor of the Senate without reference to the committee or without reference to existing law? Does he not think that it would totally break down our immigration system if we undertake to handle the question in that way?
