We have the C hinese exclusion law under which. because of the enactlnent of the Congress of the United States. the numbier of Chinese has constantly decreased. We have the gentlemens agreemtent. where Japan exercises the original right. under which tie Japanese inhabitants of our territory have constantly iwensed. Fundamentally. therefore. our coutttry ouLht to pursue the policy in respect to immigration in regard to the Japanese that it has pursued in respect to every other country. We have relinquished our sovereignty in this regard to only one countrythat is. Japan--aid if the queshtitn. lherciore. were merely academic. there ought to be no doubt. it seems to me. in regard to the adoption of the amendment that has been suggested. Another aspect of the anendment that is appealing. too. is that it maintains the naturalization laws and the naturalization policy of our country. To en.act the language that tas been suggested h)y the bill would be not only an abrogation of our immigration policy but at nullification. too. of out naturalization policy. and the naturalization policy that is suggested by the amendment refers to no one race. but refers only to those who are ineligible to citizenship. and the language employed is the language employed by the naturalization laws themselves.
