This Is the first time in American history. I think. that it has been said that in an American Congress there Is foreign representation. Let me say to the gentleman from Colorado that I represent a district in New York City where the foreign born are not in the majority but in the minority. I was elected by the votes of the foreignborn citizens and the nativeborn citizens. The nativeborn citizens living in my districtin fact. in all of New Yorkare tolerant. fair. and just. and are not prejudiced against the worthy foreign born. whether they are citizens or declarants.
