I can see as he sees the effect in our population of the various races that have come to make up our citizenship there. I believe in another thing that the gentleman from Washington does not advocate. I believe that we should designate a time when this new population coming in here should apply for naturalization and become citizens in our land. We either must have their assistance in upbuilding our citizenship. a love for our institutions and our flag. or they should go elsewhere. They should either accept the responsibilities of citizenship or not ask for the benefits of residence here.
