In every effort of the country to protect itself against the. immigration of ChineSe. in alhost every instance It was charged that we were violating treaties by exclusion acts. and mote than one President vetoed such acts. One administration made what is known as the Burlingame treaty in 1878. reciting and binding the United States to recognize that the Chinese had an Inalienable right to travel anywhere and reside permanently In this country as they pleased. That treaty solemnly recited that they had an Inalienable right to do that.
