We imagined that America would soon be swamped with 10.000.000 Europeans desiring to escape from tlhe intolerable conditions of their native lands. The nightmare was further aggravated in 1920 by a growing army of unemployed in our own country. It was natural enough at that time. under those conditions. that as a temporary expedient an emergency immigration restriction bill should have been passed. I believe. however. that it was the hope of all libertyloving Americans. remembering the great traditions of the founders of our Nation. that these restrictions of the act of 1921 would. after a brief period. be at least relaxed. if not entirely removed. Instead of a liberalization. we have a further restriction proposed in the Johnson bill before us.
