I recognized that under the rules of this House. which were so liberalized (?) a few weeks ago. the chairman of this committee would control all of the timeand. he may think. all of the wisdom--on this bill. I am asking not to interfere with his plan. I secured the three hours additional for tonight. I am for this bill. as far as it goes. I would like to see the rat holes stopped in it so that we could make it a real immigration bill. If it can not be amended. I will vote for it as it is.
