In 1920. the year of the last official enumeration. there were 94.820.915 white folk in the United States. But 58.421.957 of these were of native birth or of nativeborn parentage. That brings us face to face with the startling fact that more than a third of the whites in this country are either of foreign birth or of foreignborn parentage. Of the 36.398.958 whites not of nativeborn parentage. 13.712.745 are foreign born. and of these foreign born more than seven and a half millions have not become citizens. They remain alien. They tire willing to share the benefits of residence in America. but unwilling to share In the duties of American citizenship.
