Whether there are 71.000 or 85.000 it does not seem to me changes the principle In the least. The fact remains that with the passage of this bill as it stands the number of Japanese is bound to diminish. The Japanese (Jovernineut does not wish to colonize the United States and does iot wish to force her emigration into our ports. But they are a proud people. everybody knows that. and they would resent an exclusion law just as we would resent an exclusion law Passed by Japan. They would resent It particularly because they realize as we must that there Is no sense In It. that we to not need an exclusion law in order to keep down the number of Japanese in this country.
