If Senators will give me their attention I shall endeavor to state what that understanding or agreemeat was. and then we shall see whether it has been violated. I am not speaking as a technical lawyer. but I say. assuming the agreement. if it has been violated we are fully released from any and all of its obligations. As a background. and to explain that agreement. the Senate. will remember that in 1882 the Congress of the United States. enacted the Chinese exclusion law. By its terms that law was to continue in force for 10 years.
