Some good people say you must not hurt the feelings of Japan. We do not want to hurt their feelings. But. gentlemen. the American Congress should pass upon matters of immigration. and those matters should not be handled by our treatymaking power. the State Department. Since 1911 we have been working under what is called a " gentlemans agreement." No one really knows. outside of the State Department. what the " gentlemans agreement" means. I am not here to charge that it has been violated. but I say to you that the facts and figures show that the Japanese population has greatly increased on the Pacific coast since the "gentlemans agreement" went into effect.
