Next we provide here something which until a year or two ago many people thought could not be done. namely. a form of examination overseas. When we had that plan well under way the Department of State thought If we were to adopt the plan we might do well to give the consuls of the United States more power than we were then giving them. so that this bill that was recently reported is considerably stronger In that respect than the one reported about the middle of February. We were glad to adopt the suggestion of Secretary Hughes. The examination overseas is in the form of a questionnaire. which the prospective immigrant fills out with as much as he can of his life story.
