The committee came to the conclusion that until we could make sure of control of the Luropean immigration situation. and of something to take the place of the quota law which is about to expire. we would better leave the matter of close restriction from contiguous territory until we could finish the matters In hand or until we could ask the House for permission to sit as a committee with power sugicleat to frame a bill which we could present to the House establishing a complete border patrol. with authority to enforce all of the laws of the United States on the borders of the United States. Nothing much would be gained by trying to set up a quota for Mexico when a great number of Mexicans will continue to go back and forth over the :[io Grande at exposed points as they please. If you do not want that. and I know you do not. you must have a real patrol on the border.
