Chairman. at first reading Members might think that this bill H. R. 7995 is a highly involved measure. but I think that upon examination it will be found not so. The key to the bill lies in an understanding of the definition of immigrants. Tile present quota law deals with the definition of aliens where. in my opinion. it should have dealt with the definition of immigrants. in this bill all persons who may come to the United States are considered immigrants except those who are exempted in the definition of Innigrants. they will have no trouble with the bill.
