Democrats and Republicans on the committee have ever since Congress convened in December. early and late. holidays and (luring the time between Christmas and New Years. been working on this legislation for the purpose of presenting It in such shape as to give the best results to our country and at the same time fairly treat. as we believe. the people we intend to permit to come to the United States. I want to say to you gentlemen. and the RECORD will show It. and every member of the committee will admit. there h.s- not been a proposition in regard to immigration or In regard to legislation that would affect immigration suggested by any man In the United States. so far as the committee has been able to get it. but what bas been actually considered and acted upon by your committee. We gave everybody an tpportunity to be heard before the committee. and no one was denied an opportunity of presenting his views. We have considered the methods that have been suggested by many. and believe that the unanimous opinion of the committee. with the exception of the two minority members who signed a minority report. Is the composite judgment of your committee. that we have arrived at a method that will give us better results. that will put immigration on a better basis than It has been. and at the same time there will be no opportunity for complaining by those who are permitted to come here that they have been improperly treated or that there can be any possibility that there has been any division of families or any denial of rights that the parties who seek to enter may claim.
