The result must inevitably be. especially if the payment made by private persons is great. that there will be a slowing down of work by employees of the Government during the eight hours when they are on Government time and Government pay. The further result will be that the Government will get less service and less work for the eight hours to which the _government Is liable than otherwise would be the case. It APIL 4 seems to me it would demoralize the service. If In the interest. of public service and Justice we need more employees to handle the immigrants who are brought to thd United States. we shall have to employ more men. but I do not think we ought to weaken the eighthour law.
