My proposition is that Congress shall fix the total of immigration to be permitted in any one year. that It shall then apportion that total to the various nations in exact accordance with their proportionate representation in the whole population of the United States at the present time. and that. I think. can be done in the method outlined in what has been put in the RECORD from the Census Bureau and according to the studies made by Mr. Trevor and other authorities. I shall have more testimony In support of my assertion that It is a practical method. and I shall have it in the RECORD within the next day or two.
