What I wish to ask the Senator is this: Why did the committee stop short of total exclusion? As I understand. the net immigration to be permitted under this bill will be only some 157.000 a year. It seems to me that such a number of human beings as that would make but a limited addition to the industrial energy of the country. Of course. I am not to be taken for a moment as being in favor of total exclusion. but. as a mere matter of curiosity. I should like to know why. after the exclusion has been brought down to such varrow limits as those. it should not be still further restricted?
