In section (32) 20. on page 36. line 9. to strike out "10 per cent" and to Insert in lieu thereof "onetwelfth ". and on line 9. before the word "quota." to insert the word " annual." so as to make subdivision (a) of the section read: (a) Sections 2. 10. 11. 12. and 13. and subdivision (b) of section 8 shall take effect on July 1. 1924. except that visa certificates and permits may be issued prior to that date. which shall not be valid for admission to the United States before July 1. 1924. In the case of immigrants of any nationality. the number of visa certificates to be issued prior to July 1. 1924. shall not be in excess of onetwelfth of the an. nual quota for such nationality. and the number of certificates sa issued shall be deducted from the number which may be issued during the month of July. 1924.
