As the Chair understands It. an agreement has been entered into which requires the reading of the bill. the committee amendments to be first considered. and the amendment proposed by the Senator from Mississippi to be next considered. The Secretary will read the bill for action on the amendments of the committee. The reading clerk proceeded to read the bill. The first amendment of the Committee on Immigration was. on page 1. line 7. to strike out the word "shall" and insert in lieu thereof the word "may". on page 2. line 7. to strike out " (3) his ability to speak. read. and write. (4)." so as to make subdivision (a) of section 2 read: (a) A consular officer upon the application of any immigrant (as defined in section 3) may (under the conditions hereinafter prescribed and subject to the limitations prescribed in this act or regulations made thereunder as to the number of visa certificates which may be issued by such officer) issue to such immigrant a visa certificate which shall specify (1) his nationality. (2) his name. age. sex. race. and personal description (including height. complexion. color* of hair and eyes. and marks of identification) . the date and place of his birth. and his last residence in the country from which lie comes. (3) his occupation. and (4) such additional information as the Secretary of State and the Secretary of Labor shall by regulations prescribe as necessary to the proper enforcement of the immigration laws and the naturalization laws.
