President. I desire to offer an amendment and ask that it may be printed and lie on the table. It is an amendment to the bill to limit the immigration of aliens into the United States. and for other purposes. which was reported on yesterday. The bill. as reported. I understand. will be soon taken up and become the unfinished business. The bill purports to base the number of immigrants coming to the United States on the census of 1910. while my amendment seeks to put the quota of such immigrants at 2 per cent on the census of 1890.
