Mr. Chairman. the time is fast approaehing when the Congress must decide one of the most vital questions that has ever faced the American people. Between now arid June 30. 1924. we must determine what the future policy of this Government is to be with respect to immigration. On that date Szr8 will expire the present 3 per cent law. which limits the number of aliens entering the United States In a single year to B per cent of the foreignborn persons of any nationality in the United States as shown by the census of 1910. If we fail to enact any law upon this subject. our failure will be equivalent to opening the gates to the greatest and most dangerous horde of foreigners any nation has ever seen.
