Is not this something that all agree upon. that however good may be the character of some who- come. the statistics show beyond any question that there is a clear distinction between the character of the immigrants that have come here in the last 20 years and those who came before .that the statisies of the penal institutions showthat is. the current statisticsthat whatever may be. the- good character of some that come. there is a large number coming here that are unfit for citizenship? And. is there not the further thing that gives greatest concern. that there are large numbers of them. whatever may. be. their personal character and integrity. who. are against assuming American customs and lhabitg and the duties and responsibilities of American citizenship?7 Are. nott those the two things that arue most. disturbing men who have no prejudice on the question. but who are studying. it solely. from the standpoint of its effect upon oelr insti.tutions?
