The convention finished Its labois on the 3(1 of July. and oil the followtag day the Republic of hawaii was proclaimed. with Sanford 1. l)0le as its first Iresident. The new constitution was in the main modeled after that of the United States. (Alexander. pp. 318319.) The wellknown activity of the sugar and other interests to carry Chinese coolie. Japanese. and other Asiatic coolie labor to Hawaii and the conditions which such policy was creating In tlie islands. its variance with the fixed policy of the United States. and the menace which the continuance of it would be to continental Jiited States after annexation. probably caused the insertion Of the following. which appears in the annexation resol ut ion : There shall be no further Immigration of Chinese into the fiawaiian Islands. except tpon such eonditions as are now or may hereafter be allowed by the laws of the United States . and no Chinese. by reason or aniylhiag herein contained. shall be allowed to enter the United States from lhe Hawaiian Islnds. Hawaii promptly accepted the provision of that resolution anhd became a Territory of the United States under it. The necessity for such a stipulation as a fundamenstal coldition of the union brought about so largely by the commilercial and sugarproducing interests of Hawaii. representing the dominating power there. though American people were then. as they are now. comparatively few in numbers. is made plain by a review of the history of the importation of oriental coolie lubor to Hawaii in order to get cheap labor for the sugar fields and factories.
