Session #67 · 1921–23

Speech #670386705

You do not need congressional legislation.. If the Secretary of State would give to the American consul discretion. lie could eliminate nutiiy hardships occasioned to immigrants seeking to come here. At the same time lie could relieve the officials at ports of entry of the unwelcome task of debarring and sending back to their native land those who are Inadmissible and who should not have been permitted to start on the long journey to America. The consul should have the right to refuse to visi passports of immigrants clearly and beyond doubt in the excludable class. I suggest this in addition to the inspection and examination on this side. The revenue from vis6ing of passports runs into hundreds of thousands of dollars. and the $10 of the excluded alien is not returned to him.
