There was no adequate number of guards or officials to take a census of and properly care for so many. For several days the arrested aliens were held practically incommunicado. There was dire confusion of authority as between the immigration forces and the Department of Justice forces and the city officials who had charge of the prison. Most of this confusion and the resultant hardship to the arrested aliens was probably unintentional. it is now material only as it bears upon the question of due process of law. shortly to be discussed. Undoubtedly it did have some additional terrorizing effect upon the aliens.
