In the seamens act we expressly provided for the abrogation of certain treaties at the expiration of a certain time. so that the provisions of that act should go Into effect. There was no question raised by the administration at that time as to that provision. We have a provision in this bill for the abrogation by the President of provisions of certain treaties with reference to immigration. and so on. Of course. I do not think there can be any question but that Congress can by legislation abrogate a treaty. but it is not the diplomatic way to do it.
