The Chair is ready to rule on the parliamentary point of -order. [Cries of "Regular order!" and "Rule! "] The subject of Title III is "Transportation of immigrants by water." No section of the title deals with the subject of quota or any other provision of the immigration laws. The gentleman from Texas moves an amendment which. if it accomplishes anything at allas to which the Chair has some doubtit amends. modifies. or limits the immigration laws. If the gentlemans amendment be in order here. it would seem that by the same reasoning it would be in order to amend the immigration act in any other particular or to repeal it altogether. The Chair believes that the amendment is not germane. and therefore sustains the point of order.
