I move to strike out the last word. Mr. Chairman. in my opinion the provisions of this immigration title are not objectionable from the standpoint of what is hoped to be accomplished. Upon the contrary. I have stated from the time this bill was first considered that in substance I could see no possible objection to this indirect aid being given to the ship operators of the United States. but what I do wish to assert is that from the statements which have been already made upon the floor of this committee the provisions of this title will never become operative.
