If we are going to make any suggestions as to his manner of exercising that power. which the bill as presented by the committee does. I want us not to couple that suggestion with any hint that we think he should modify the law to meet the treaties. I hope that there may be an affirmative declaration by Congress that when the treatyuaking power is exercised by the President. as suggested by this title. it should be done in compliance with the immigration laws.
