Isay to my good friend from Alabama that if the law would make it free for the American company to employ foreign labor. coolie labor. under the conditions that our competitors would employ them. he would make as much. if not more. profit than under this bill. In fact. we are frequently told that no subsidy is necessary if we would repeal these laws. But we will not agree to that.
