This question has been discussed very ably by the Senators from Arizona. In whose State a considerable quantity of this cotton is produced. We -produce a considerable quantity of it in my State. and it is impossible for our growers to compete with the cotton growers of Egypt with their pauper labor. you -might say. and the low cost of production in that country. There is no reason -why this provision -should have been stricken by the conferees from the original bill. except that. as I understand. the manufacturers claimed that there was not .sufficient compensatory duty. I do not agree with the idea that Congress in writing a tariff bill should bow down before and be controlled and -dominated by the manufacturers of this country.
