There is surplus money for other purposes. but no money available for this purpose. LookIng at It from a business standpoint. I take it that it is economy to have these things bound in some cheap form. millboard binding only. so that when the Bureau of Immigration. for instance. wants information as to the parentage of a certain person. that information may be readily available. If the money is needed now. it should be appropriated. and the work should not be deferred for six months when these records may become more impaired. and during which time can not be utilized without a valuable clerk at $1.800 or $2.000 a year spending a whole day in making a search because of the disjointed form in which these questionnaires are kept. when if they were properly bound you could get the information in 15 minutes.
