I can not yield. I do not wish to be discourteous. but my time is very short. If an additional number of appeals is presented. why is that so? A much smaller volume of immigration business is being handled by the department generally. That is plain. If the appeal business handled by the office of the Secretary of Labor is increasing. why is it? If that is trie. it is due to two reasons. First. the department has ceased to observe the law and to be governed by it. and is being governed by the judgment and discretion of those who administer the office in disregard of the law.
