Yes. When this matter first came before the Committee on Rules. personally I was opposed to the resolution. but after looking into the matter and getting all the information possible I decided that there was a condition there that we certainly must remedy if we want the Department of Labor to function properly in the Immigration Bureau. There is a condition that confronts the Labor Department occasioned on account of legislation that has been passed by this House and by a very large majority of the House that is impossible to comply with unless we furnish the Secretary the machinery to do it with. We have made many new restrictions on immigration and provided by law that every man who is kept out of this country has the right of personal appeal to the Secretary of Labor. or the Acting Secretary or the Assistant Secretary. These things must be acted upon by the Secretary of Labor. and the powers lodged with him can not be delegated to any other person in the department. and that is the reason why. in order to take care of these conditions. it is necessary to have an additional Assistant Secretary of Labor. In December of last year the department passed upon 13.600 cases.
