Numerous bills embodying the principle of independent citisenship. but differing somewhat in their provisions. have been presented in Congress. The difference between these has not been in the principle. but in the determination and solving of the complicated and. perplexing questions of dual citizenship. the nationality of children. conflicting property and inheritance rights. and so forth. The nationwide adoption of womans suffrage- permitting the exercise of the elective franchise by hundreds of thousands of wonien. many of them citizens merely because of their m arital state and* without regard to any other qualifications. at once opened up a wide field for serious thought.
