It is not an easy matter. considering the urea of country covered. but I know. as a matter of fact. the method referred to is pursued. A proposed immigrant. say. in Poland. applies at Warsaw for a vis6 of his passport. The consul there tells him. " I can not vis6 that passport now. come back in July or August." and he gives him a numer. When that time arrives the prospective imigrant again applies at the consuls office. and. if the consul finds that the quota has not yet been reached. he viss the passport. to be used not before a certain date. I think the Government has undertaken to provide in a way a protection against the limit being overrun. and I have never understood how it was overrun. except that there may be a number of different consuls visiing passports in the same territory.
