The commissioner thinks that they should be excepted. so that they may come to this country to attend college. Those are small matters. The two main propositions suggested Ty the Commissioner of Immigration are a penalty on the steamship company and a greater limitation on residence in contiguous territory. If we could agree on those two suggestions. it would be easy to pass this joint resolution. and we would then really enact legislation of a constructive character. If I thought that the House would dillydally about such amendments and would not accept them. and that they would delay the bill beyond the 30th of June.
